I got lucky: my kid's favorite thing was coloring. When she grew out of that, those mini- kiosks were a godsend. We only had to take her out of a restaurant twice, and that was when she was an infant. And she darn sure didn't "explore." Or scream. Or throw tantrums.
I suspect that it's less that the kid isn't ready so much as it is the parents.
