This child is being raised by people who regard all dogs as "fun, furry floofs!" LW thinks of "outside" as one place, not meaningfully divided by other people's fences. The child needs to learn the concepts of boundaries and private property, but I think LW needs to learn them first.
I'm thinking of the person who used to train standard poodles to jump up on people and lick their faces. I never really figured out if she intended to train that behavior, or if it just sort of happened because she regarded it as an endearing show of affection.
