This seems to me to be related to the idea that large size clothes should cost two or three times as much because they use more cloth per item. Clothing waste isn't disproportionately the fault of larger wearers, especially considering how much wasted clothing is "fast fashion" that doesn't show up in our sizes anyway.

I suspect that OP is fictional.

They might be but the thrifting procedure they describe really isn't, alas.
