I hope what she means by asking HR is like... "I have interpersonal problems with this other person, stuff outside of work, but I don't think I can work with them effectively. It's affecting my work in such-and-such a way. Can you help me straighten things out so we have minimal contact?"
I mean, my organisation is too small to have a HR department, but I'd expect to hear from my direct reports about this kind of thing and handle it as their manager, at least to begin with? Before it escalated?
Also... I'm sorry, LW, but sounds like you pretty much knew this would happen. Listen to your instincts about this stuff. Sometimes personal stuff and work shouldn't cross. (Sometimes it can: my sister is one of my direct reports, as is a friend of mine, and thus far we've all worked well together.)
