YES. That intern is boundary-pushing, not clueless, and he's not getting any consequences at all. From day 1, he should've been getting pushback. But I recognize the useless management and flaily HR as helpless doormats who forget that they can FUCKING FIRE people like this.
I'm also guessing that he's billing time that he spends watching porn on his work computer, because I have SEEN that intern/entry-level asshat.
OP describes themself as a "mid-level engineer," not a manager, so I suspect that this is a Somebody Else's Problem situation. OP doesn't have any real experience or training as management and someone just sort of foisted the intern on them. They've been lucky previously to get polite, useful interns who actually wanted to learn.
