In the USA you can walk into a big box pet store, spend $30 (during a $1/gallon aquarium sale event) and walk out with a baby turtle and bare minimum habitat for it with no questions asked. (Species are generally native to the US. Generally.)

As to why a turtle: they're cheap, they're generally regarded as "cute" and they're readily available.

What gets me is that none of the site managers went "let's not and say we did".
