It seems extremely Stepford Workers.

If I had to guess, I would guess there was someone doing extremely discriminatory jokes, and it went the "Wowwwww, I guess I just can't make any jokes then; it's not fair that everyone else gets to make jokes and I don't" route with a crackdown on global jokes instead of a crackdown on that One Specific Guy.
